I had never heard of them until reading your post. It would be hard to know, since I can't even read Japanese. To have a real opinion on it you would probably have to be Japanese. Or at the very least understand Japanese well enough to read primary sources on it.
The Wikipedia article makes it sound like they have serious problems. Some homeless. Others in prostitution. Also see this article from the "Youth Mental Support Association":

I have experienced, with my own hand, the life of the Toyoko Kids more or less, and honestly it’s not something to laugh about, nor something that TikTok kids should idolize so much. There really should be more awareness about the issue.

I also think that Toyoko kids are a pitiful gathering of fools. No matter what circumstances they come from, once they are causing trouble in public places, there is no way to defend them. However, denying the existence and place of losers is something that can be done easily, and it produces nothing.

I hope Kabukicho gets destroyed once and for all, that way all this crap would finally stop.

They get through each day by comforting one another among people in similar circumstances. And what I strongly felt was that there is a strong tendency for girls to protect other girls. When a girl was being followed by an elderly male stalker, several girls shielded her and devotedly supported her. It was the Toyoko kids who did so.

Then...That said, I am not claiming that they as a whole are good or virtuous. However, they too are individuals, and in my personal view, dismissing them outright as merely a group of losers is an overly short-sighted way of thinking.

Well, the question is whether a minor whose spirit is weakened can have that proper understanding. As for adults who keep hanging around Toyoko, they should recognize how much of a failure and a burden on society they have become, and make an effort to become decent.
